Agreed. It happens way too often, but with the game being effectively dead now I cannot see any further updates, even minor.

It may be more about unit sales...i.e. profit.

I was actually asking what the criteria is for upgrading from hoplites to early legio is? I end up spending half of the game running around Italia with hoplites rather than legions...very annoying!
