IMO, TC commanders are almost my throwaway guys. I put them to fight in the most critical locations in the line. The bonuses of the IC are nothing to laugh at. The 12" is enough to give this bonus to many BGs close to each other.

Here is the situation: 2 BGs which are in combat. One of the BGs has a commander but not currently on the front rank (ie fighting in the combat). IMO, the rules might be specific about there being no test but I think in real life 3 MUs is nothing. A unit in the woods that close to each other would hear and see individuals panicing near enough to know that their battlemates were fleeing.

I think the answer is... The unit wanting to intercept must be able to move into the way. In this example, there is no way to displace the LF at this point in the battle. Therefore, if the valid move forward, upto 4 MUs for the cavalry that is trying to intercept is blocked or it can't get far enoug...
