I tested a Sowjet-Campaign, there I didn't encounter the black-screen issue. But there are other bugs that make the game unplayable.

Same problem. Concerning the missing scientists I have found a workaround: Just remove all scientists from a project, then the missing scientists should reappear. It is a lot of fumbling around but no more idle scientists. More problematic is the black screen. That finished my first game, now I trie...
